Constrain who can dismiss participants
I added an option to the repo settings panel that lets you limit who can dismiss participants from a discussion. By default, anyone with push permissions can do so, but if you prefer you can only let repo admins wield this power.
Incidentally, I've been remiss in posting changelog entries here for the last few months -- sorry! We did in fact make a bunch of smaller changes and improvements, and the migration from Angular to Vue is progressing as well.
